The best time to invest in intelligent lighting control is now!
The new EU directive 2024/1275 of the European Parliament and of the Council for the overall energy efficiency of buildings across all trades, which also includes lighting is to be implemented by the Member States within 2 years in national building legislation.
With SITECO, you are well prepared for the future and can easily fulfil the EPBD requirements. Find out more about the law and your implementation options here.
- The new EU directive 2024/1275 of the European Parliament and of the Council for the overall energy efficiency of buildings across all trades, also lighting (new and existing buildings), part of the EU's ‘Green Deal’ and ‘Fit for 55’ strategy*)
- Lighting requirements in Article 13, paragraph 9, 10 and 12
- To be implemented by the Member States within 2 years in national building legislation, only then are the contents of the EPBD legally binding!
- In addition, the requirements of the EPBD can also be applied in tenders by European group companies!
*) Green Deal – EU strategy until 2050 carbon neutrality -> Fit for 55 - Partial objective of the Green Deal – until 2030 decrease CO2 emissions by 50% compared to 1990.
The new lighting requirements involve the demand for a lighting control system, no matter if it is a new or existing building. The purpose of the control system is to monitor CO2 emissions and maximize energy efficiency.
Non residential budildings | Existing**) and new construction | ||
Deadlines for realisation | 31.12.2024 | 31.12.2027 | 31.12.2029 |

*) Heating capacity building **) Only for lighting refurbishment
Requirements for lighting refurbishments and new builds where technically, functionally and economically feasible (e.g. production hall with daylight input and continuous use - only daylight-dependent control)
(Paragraph 9 and 10)
Equipped with building automation system for energy data monitoring, until 31.12.2024 (> 290 kW heating capacity), until 31.12.2029 (> 70 kW heating capacity) to:
- Monitoring, logging and adjustment of energy and CO2 consumption
- Informing a person responsible for technical building management about deviations from set benchmarks for a possible improvement in energy efficiency
- Communication between interconnected technical building systems
(Paragraph 12)
In addition equipped with building automation system with automatic lighting controls, until 31.12.2027 (> 290 kW Heating capacity), until 31.12.2029 (> 70 kW heating capacity) to:
- Automatic lighting controls must be appropriately zoned and have occupancy detection
- Our recommendation: up to now lighting refurbishment with dimmable DALI 2 luminaires - basis for energy data collection until 31 December 2024 and future-proof for stricter EPBD requirements until 31 December 2027!
- The importance of dimmable lighting solutions with lighting control and energy and CO2 monitoring will continue to increase for lighting refurbishment (existing buildings) and new buildings!
- With Siteco Connect 11/21 and our DALI 2 sensors, we can already fulfil the EPBD (and GEG for D) requirements today
